Territories and Freely Associated States Education Grant Program (T&FASEGP)

PREL’s T&FASEGP provides technical assistance (TA) to state/local education agency (SEA/LEA) grantees in American Samoa, the Commonwealth of the Northern Mariana Islands (CNMI), Guam, and the Republic of Palau. Section 1121(b) of the Elementary and Secondary Education Act of 1965 (ESEA), as authorized by the No Child Left Behind Act of 2001 (NCLB) (P.L. 107-110), authorizes the U.S. Department of Education (U.S. ED) Secretary of Education to provide funds to PREL for the provision of TA to ensure effective implementation of grantees’ projects and to further the attainment of the programs’ purposes and each project’s stated outcomes.

The Work of the T&FASEGP

The T&FASEGP's TA is for the period of October 1, 2009, through September 30, 2012, and is aligned with the scope of work proposed by each grantee and the program's priorities as described in the request for proposals. This TA is designed to enhance the effectiveness of project implementation in each SEA. Assistance with the design of evaluation and data collection and utilization processes to ensure that grantees meet accountability requirements, including responding to the T&FASEGP performance measures, will be a priority. Following a review of the funded proposals from each of the SEAs and in consultation with the U.S. Department of Education (U.S. ED), PREL's TA to the participating SEAs will focus on five objectives. 

Objective One

Teacher Quality: PREL will assist grantees to identify and/or develop and implement effective, contextualized programs to improve teacher content and pedagogical knowledge, increase the effectiveness of school administrators as instructional leaders, and raise the level of parental involvement in the education of their children.

Objective Two

Reading Literacy Improvement: PREL will promote increased levels of reading among students in the grantee SEAs by assisting in the alignment of standards and accountability systems and the identification and implementation of effective research-based programs and interventions, and by collaborating with grantees to ensure that the pertinent professional development activities take place.

Objective Three

Math/Numeracy Achievement: PREL will provide TA to grantee SEAs to promote increased levels among students in math by assisting in the alignment of standards and accountability systems, assisting in the identification and implementation of effective research and evidence-based programs and interventions, and collaborating with grantees to ensure that effective and relevant professional development opportunities is provided where it is most needed.

Objective Four

Evaluation and Implementation of Projects: PREL will provide TA to increase effective grant implementation and ensure quality evaluation of project effectiveness.

Objective Five

Data Collection and Reporting: PREL will provide ongoing TA as necessary for the T&FASEGP grantees to maintain and improve the Pacific Education Data Management System or other data systems for the collection and use of data to inform school improvement planning and meet accountability requirements and for reporting to stakeholders.

Objective Six

Evaluation of TA Services: PREL staff will continuously self-monitor and self-evaluate its activities to ensure that they are high-quality, relevant, and aligned with the needs and priorities of T&FASEGP grantees, and useful to clients as they carry out their funded scopes of work.

PREL coordinates its activities with the efforts of other federal programs providing services to the grantee SEAs. PREL also collaborates closely with the grantees and other service providers as they select to maximize the impact of activities carried out through the T&FASEGP.
