Mr. Whipps is Vice Chair and Executive Committee member of the PREL Board. He was born in Baltimore, MD, graduated from Palau High School, received his BA in Business Administration at Andrews University (Michigan), and received his MBA from Anderson Graduate School of Management, UCLA. He serves as President - Palau Chamber of Commerce; Chairman of the Board - Palau Conservation Society; Vice President of the Board - Palau Shipping; Secretary of the Board - Palau Micronesia Air; Member of the Board - Compact of Free Association Trust Fund; and Vice-Chair of the Board - Workforce Investment Act, Republic of Palau. He is Honorary Consul for the Republic of Korea, Treasurer of Koror Seventh-Day Adventist Church, and was special assistant to Republic of Palau President Etpison 1989-1990.
