Superintendent, Guam Department of Education
Dr. Underwood, Superintendent of Education of the Guam
Public School System, is part of PREL's Board as one of the leading
educators of Guam. She was previously the assistant superintendent
of the Special Education Division. In the past decade, she has been
directly involved with every planning, management, and evaluation
issue with the Guam Department of Education as the administrator of
research, planning, and evaluation. She has been successful in the
classroom and worked as a consulting resource teacher in various
public and private schools, including Harry S. Truman Elementary
School. In 2003, Dr. Underwood also served as the interim
superintendent for the Guam Department of Education, where she
oversaw the recovery of Guam's schools from two typhoons in the
previous year, was a strong advocate for resources for the schools,
and became a role model for the Filipino community of Guam.
Most recently, Dr. Underwood served as the 2007 co-chair of
the Guam Department of Education District Action Plan
Committee; the 2002-2003 chair for the Standing Committee for
Programs, Policies and Implementation, National Forum on Education
Statistics, U.S. Department of Education; and the 1993-2009 state
liaison for the Guam Department of Education and National Center
for Educational Statistics.
Dr. Underwood holds a doctor of philosophy degree in
curriculum and instruction from the University of Oregon, a master
of science degree in education from the University of Oregon, and a
bachelor of arts degree in education from the University of
Guam.
