PREL is governed by a Board of Directors that represents constituent groups in the 10 U.S.-affiliated entities in the Pacific which comprise PREL's Pacific Service Region: American Samoa, the Commonwealth of the Northern Mariana Islands, the Federated States of Micronesia (Chuuk, Kosrae, Pohnpei, and Yap), Guam, Hawaii, the Republic of Palau, and the Republic of the Marshall Islands. Board members comprise chief state school officers, teachers, government and business leaders, and representatives from higher education, private schools, and the community.
The Board meets three times a year to review programs, approve budgets, make policy decisions, and set strategic planning directions. For 2006–2010, the Board's goals are to develop high-performing learning communities, increase professional development opportunities, promote technology and distance learning, and support PREL's organizational development.
