PREL was registered by the U.S. Department of Health and Human Services as an Institutional Review Board (IRB). This allows PREL to serve as a peer reviewer for projects, research, surveys, evaluations, interviews, and other studies conducted involving human subjects. PREL reviews and certifies that all human subjects are protected.
PREL was designated by the Hawaii legislature as a statewide educational service agency (ESA). PREL is the only organization in Hawaii and the Pacific region to receive this distinction. The designation allows PREL to provide expanded technical assistance, professional development, and other educational services to Hawaii schools.
PREL was approved by the Hawaii Department of Education as a qualified professional services provider in general education, vocational training, research, public health and other categories for FY 2005–06. d.
PREL was qualified as a MATO contractor with the U.S. Department of Education for the following services: Research and Policy Analysis/Assessment; Research and evaluation Design, Data Collection and Analysis; Performance Measurement; Program Assessment; and As-Needed Support in: (a) translation and interpretation, (b) webcasting support services, (c) development, production and distribution of publications and other communication products, (d) conference planning and support, (e) development and production of video and audio products, (f)technical assistance, (g) broadcast television services, (h) satellite services, and (i) remote television/satellite services.
PREL's Information Resource Center became an affiliated member as a research library of the National Library of Medicine (NLM) in 2003.
PREL was accepted as a licensee to the National Gallery of Art to provide Department of Extension Programs on a regular basis to the Pacific Region. The license was extended indefinitely, and National Gallery of Art waived all fees for this service.
PREL has been named in Federal Legislation (No Child Left Behind Act of 2001 [P.L. 107-110]) and in the Perkins Act to assist grant recipients of the Territories and Freely Associated States Educational Grant Program and Pacific Vocational Education Improvement Program in the administration and implementation of their projects. In addition, PREL has been contracted by the U.S. Department of Education to make recommendations on grant awards under these programs.
